Yes, backlinks from high PR sites is a must. I'm going through a series of steps on my posts and have an arsenal to of tools to get to the top if I need to. I haven't had to do the high pr stuff yet but that's my next step because I accidently bookmarked it twice because of  a slow computer. But probably creating a link wheel to 12 high pr sites is good if I need to. I'm also starting with Tribe Pro and doing some Twitter strategies to help my SEO. But yes, you can get to the top with good backlinks that are visited by millions.
